| Resumen : | Esta investigación tuvo como objetivo diagnosticar el nivel de cumplimiento del Plan de desarrollo y Ordenamiento Territorial del Gobierno Autónomo Descentralizado (GADs) de la parroquia San Lucas años 2019-2023, Los métodos aplicados son; inductivo, analítico y sistemático con un enfoque cualitativo y se delimitó como tipo descriptiva, las técnicas que se utilizaron son: la entrevista y la revisión documental, así mismo, el instrumento lo constituyen la rendición de cuentas de la parroquia de los años 2019, 2020,2021 y el PDOT, los cuales fueron recopiladas de fuentes institucionales del GAD de la parroquia San Lucas. Con ello se pudo identificar el nivel de cumplimiento de los programas y proyectos del Plan de Desarrollo y Ordenamiento Territorial de la parroquia San Lucas. Entre los principales resultados se constató un nivel de cumplimiento del 44%, en los programas y proyectos contemplados dentro del PDOT en los años 2020-2021, por otra parte, se identificó un 25% programas y proyectos que fueron calificados como extemporáneos, es decir no se pudo identificar información alguna, esto referente a la semaforización establecida en la guía de lineamientos y directrices para el seguimiento y evaluación de los planes de desarrollo y ordenamiento territorial (PDOT). |
| Descripción : | This research aimed to diagnose the level of compliance with the Development Plan and Territorial Planning of the Decentralized Autonomous Government (GADs) of the parish of San Lucas years 2019-2023. The methods applied are: inductive, analytical and systematic with a qualitative approach and delimited as a descriptive type, the techniques that were used are: the interview and the documentary review, likewise, the instrument is constituted by the accountability of the parish of the years 2019, 2020, 2021 and the PDOT, which were compiled from institutional sources of the GAD of the parish of San Lucas. With this, it was possible to identify the level of compliance of the programs and projects of the Development Plan and Territorial Planning of the parish of San Lucas. Among the main results, a level of compliance of 44% was found in the programs and projects contemplated within the PDOT in the years 2020-2021. On the other hand, 25% of programs and projects were identified that were classified as extemporaneous, that is, no information could be identified, this refers to the traffic lights established in the guide of lineaments and guidelines for the monitoring and evaluation of the development plans and territorial ordering (PDOT). |
