| Resumen : | La implementación del proyecto co-construcción de soluciones barriales participativas en el barrio Ciudad Victoria se trata de una investigación de acción participante, vinculándose directamente con la comunidad para fomentar la organización y participación de sus moradores y actores, diagnosticar las problemáticas y necesidades, y apoyar en el diseño de soluciones efectivas con participación ciudadana y el uso de herramientas propias de la administración pública, con un alcance exploratorio y descriptivo, de corte transversal en el periodo abril-septiembre 2022. Para ello, se realiza un diagnóstico de la directiva barrial, se plantean estrategias de mejora de su organización y de participación de los moradores como la construcción de un organigrama funcional, análisis de la guía de planificación y gestión barrial participativa, capacitaciones y socialización de actividades. Posterior, el diagnóstico colectivo de problemáticas a través de la aplicación de instrumentos como la observación directa de aspectos de infraestructura, medio ambiente, señalética, entre otros elementos de los cuatro sectores del barrio, encuestas a una muestra significativa de moradores, y entrevistas a la directiva barrial y otros actores, estos resultados fueron compartidos con la comunidad a través de un taller participativo y de socialización, donde se ponderaron estos problemas priorizando los tres más urgentes e importantes a solucionarse en el barrio. A continuación se construye un árbol de problemas para abordar causas y efectivos de estas problemáticas sobre la comunidad, y la elaboración del árbol de objetivos, determinando medios y fines para resolverlas, que se cristalizan en un plan de acción que incluye las líneas estratégicas, cronograma, actividades y responsables, cuya ejecución va más allá del alcance de esta investigación, pues deberá ser implementado por la directiva, actores y moradores en conjunto con las autoridades para que de esta forma se mejora la calidad de vida de los habitantes de esta comunidad. |
| Descripción : | The implementation of the project co-construction of participatory neighborhood solutions at Ciudad Victoria neighborhood is a participatory action research, linking directly with the community to promote the organization and participation of its residents and stakeholders, diagnose problems and needs, and support the design of effective solutions with citizen participation and the use of tools of public administration, with an exploratory and descriptive scope, cross-sectional in April-September 2022 period. To this end, an analysis of the neighborhood directive is carried out, and strategies are proposed to improve its organization and the participation of residents, such as the construction of a functional organization chart, analysis of the participatory neighborhood planning and management guide, training and socialization of activities. Subsequently, the collective diagnosis of problems through the application of instruments such as direct observation of aspects of infrastructure, environment, signage, among other elements of the four sectors of the neighborhood, surveys of a significant sample of residents, and interviews with the neighborhood leadership and other actors, these results were shared with the community through a participatory workshop and socialization, where these problems were weighted prioritizing the three most urgent and important to be solved in the neighborhood. Next, a tree of problems is constructed to address the causes and effects of these problems on the community, and the elaboration of the objectives tree, determining means and ends to solve them, which are crystallized in an action plan that includes the strategic lines, chronogram, activities and responsible persons, whose execution goes beyond the scope of this research, since it should be implemented by the board, actors and residents together with the authorities so that in this way the quality of life of the inhabitants of this community is improved. |
