| Resumen : | La presente investigación es parte de la secuela del Proyecto de investigación P0-DI-FJSA-UNL denominado “Eficacia de la Regulación Municipal de las Ventas ambulantes en la ciudad de Loja.” Y tiene la intención de determinar las implicaciones que provoca la presencia de vendedores ambulantes en términos de repercusiones o consecuencia (Real Academia Española, 2019) causadas a los diferentes actores que se involucran en las diferentes problemáticas identificadas, estableciendo de esta manera las implicaciones de cada uno de ellos provoca a cada uno de los actores involucrados. La población objeto de estudio considera a todas las personas que habitan en el cantón Loja urbano y rural que de alguna u otra manera transitan por la parte céntrica de la misma en el periodo de estudio, por ello la muestra de esta investigación, representa dicha población y tiene la finalidad de obtener información primaria y una visión amplia de los problemas más importantes generados por la presencia de los vendedores ambulantes en el primer trimestre del 2019. Esta investigación también utilizó la información generada en otras investigaciones relacionadas con el proyecto mencionado inicialmente, especialmente las bases de datos relacionadas con el estudio “Espacio, poder, acción colectiva y subjetividad Ciudad en disputa, la crisis de las relaciones entre el estado y la sociedad” y “Brechas de Equidad Social en los Vendedores Ambulantes de la Ciudad de Loja durante el Primer Trimestre de 2018”, mismas que aportaron información con la cual se logró utilizar las bases de datos generadas que sirvieron como insumo para el cumplimiento 3 de los objetivos planteados, siendo así una investigación complementaria a otros temas ya abordados sobre los vendedores ambulantes. La metodología consistió en manejar la información bibliográfica disponible, la adaptación y actualización de bases de datos, así como la opinión ciudadana recopilada entre la muestra poblacional de las personas que transitan por el centro de la ciudad de Loja y la generación de base de datos inéditas diseñadas para el cumplimiento de los objetivos, para establecer cada una de las problemáticas y con la cual se elaboró el índice de jerarquización de problemáticas propuesto en la metodología mismo que permitió la inclusión de cada uno de los análisis que se realizaron para la elaboración de dicho índice y posteriormente se logró determinar a la inseguridad, ornato, movilidad e insalubridad según la prioridad de cada y los actores involucrados, a quien también se pudo establecer sus características. Como parte complementaria de esta investigación se consultó la opinión publica acerca de las políticas implementas por el sector público en este caso el Municipio de Loja mismo que tiene las competencias exclusivas en términos de ordenamiento en su respectiva jurisdicción. Como parte final, utilizando la información obtenida y generada en el proceso investigativo se estableció las implicaciones que generan la presencia de vendedores ambulantes dada a cada uno de los actores dentro de los problemas identificados. |
| Descripción : | This research is part of the sequel to the P0-DI-FJSA-UNL research project called “Effectiveness of the Municipal Regulation of Street Sales in the city of Loja”. And it intends to determine the implications that cause the presence of street vendors in terms of repercussions or consequences (Royal Spanish Academy, 2019) caused to the different actors that are involved in the different problems identified, thus establishing the implications of each one of them provoking each of the actors involved. In order to determine which population to be focused on, the research has taken into consideration that all the people who live in the Loja canton in some way or another transit through the central part of it, which is why it has been considered pertinent to participate as a sample for the realization of this investigation, with the purpose of having a broad vision of the most important problems generated by the presence of street vendors. The population under study considers all the people who live in the urban and rural Loja canton who in some way or another transit through the central part of it in the study period, therefore the sample of this research, represents said population and has the purpose of obtaining primary information and a broad vision of the most important problems generated by the presence of street vendors in the first quarter of 2019. This research also used the information generated in other research related to the initially mentioned project, especially the databases related to the study “Space, power, collective action and subjectivity City in dispute, the crisis of relations between the state and society "And" Social Equity Gaps in the Street Vendors of the City of Loja during the First Quarter of 2018 ", which provided information with which it was 5 possible to use the generated databases that served as input for the fulfillment of the objectives set , thus being a complementary investigation to other topics already addressed on street vendors. The methodology consisted of managing the available bibliographic information, the adaptation and updating of databases, as well as the public opinion collected between the population sample of people who pass through the center of the city of Loja and the generation of unpublished databases. designed for the fulfillment of the objectives, to establish each of the problems and with which the index of hierarchy of problems proposed in the methodology was prepared, which allowed the inclusion of each of the analyzes that were performed for the elaboration of said index and subsequently it was possible to determine the insecurity, ornamentation, mobility and unhealthiness according to the priority of each and the actors involved, to whom their characteristics could also be established. As a complementary part of this investigation, public opinion was consulted about the policies implemented by the public sector in this case, the Municipality of Loja itself, which has exclusive powers in terms of management in their respective jurisdiction. As a final part, using the information obtained and generated in the investigative process, the implications that generate the presence of street vendors given to each of the actors within the identified problems were established. |
