Resumen : El Estado ecuatoriano a partir de la década de los 90 del siglo XX, es decir en la época del mercado liberal y del pensamiento conservador, dirigido en forma particular por el ex presidente Arq. Sixto Durán Ballén, las políticas libre mercado, de reducción del Estado y su teoría de la mini intervención, la infraestructura de riego sufrió un retroceso total, condenado a la inmigración y a la extinción a miles de familias campesinas e indígenas que tuvieron que buscar otras opciones productivas, entre ellas la migración del campo a la ciudad y de la ciudad al exterior. Esto vino de la mano, acompañados de un paquete de medidas que beneficiaron, supuestamente a los créditos productivos para la agroindustria, a quienes incluso se otorgaba a esa fecha cero aranceles en la importación, éstos también se convirtieron en beneficiarios de acuerdos internacionales. Es decir, la política agraria y la política hídrica en el Ecuador, se ha manejado para beneficio de sectores oligárquicos que se han valido del estado, para beneficiarse en la construcción de canales de riego, que solo sirven a la tierra de los terratenientes, como ejemplo tenemos, los canales de riego de Zapotillo y Macará en la provincia de Loja. Esta era la época que resplandecía el neoliberalismo, el libre mercado, la libre competencia, la libertad absoluta de un mercado que ha sido planteado como principio y fin de los problemas sociales, pero que mira al capital como columna central de sus actividades, cuyas consecuencias son las protecciones para reducidos grupos de poder económico. Donde, según los defensores del neoliberalismo, el Estado debía desentenderse de los aspectos sociales, como era el problema del agua. Lo que sí lograron los neoliberales es que el Estado se desentendiera de los seres humanos empobrecidos, como son los sectores marginados del campo y profundizarán aún más las contradicciones entre la ciudad y el campo. Hay una relación directa entre el acceso del agricultor al agua de riego y el aumento de la producción, por tanto el agua debe ser un aspecto para el desarrollo de sectores históricamente postergados como el campesino. Este argumento deja de lado la postura de los neoliberales que dicen que la agricultura campesina es inviable y por ello hay que priorizar el agua para la agroindustria o la gran exportación de flores, banano, palma y minería cuyas consecuencias se las conoce desde antemano, como es el caso Portovelo. Según datos del censo agrario, el Ecuador tiene 8 millones de hectáreas de tierra cultivable, pero de estas, solo 800 mil, es decir el 10% tienen agua con riego y de este porcentaje, la mayoría corresponde al riego campesino que no ha recibido ningún tipo de apoyo estatal y con bajísimos niveles de tecnificación. Además hay que señalar que la agricultura campesina es la responsable de la producción de la mayoría de alimentos de nuestra canasta básica, pues los agro exportadores (producen para el exterior y dejan la plata en el exterior), no cultivan los mellocos, el chocho, las papas, lo hacen los pequeños campesinos sin crédito, sin riego, sin carreteras. En definitiva apostarle al riego campesino redunda en garantizar la seguridad y soberanía alimentaria, y mejorar los niveles de desarrollo. Es decir el riego es una herramienta para salir de la pobreza.
Descripción : The Ecuadorian State from the decade from the 90 of the 20th century, that is to say in the epoch of the liberal market and of the conservative thought, directed in particularly by Sixto Durán Ballén, the politics of free market, of reduction of the State and its theory of the mini intervention, the infrastructure of irrigation suffered a total backward movement, condemning to the immigration and to the extinction to thousands of rural families and ethnic groups that had to seek other productive options, among them the migration from the field to the city and from the city to the outside. This came of the hand, accompanied by a package of measures that benefited, supposedly to the productive credits for the agroindustry, to who even was granted to that date zero tariffs in the importing, these also became beneficiaries in international agreement. That is to say, the agrarian politics and the water politics in Ecuador, has been handled for benefit of oligarchic sectors that have availed oneself of the state, to be benefited in the construction of irrigation ditches, that serve to the land of the landlords, as an example we have, the irrigation ditches of Zapotillo and that of Macara in the province of Loja. This it was the epoch that the neoliberalism glowed, the free market, the free competition, the absolute liberty of a market that has been presented as principle proposed as the end of the social problems, but targeting to the capital like central column of their activities, whose consequences are the protections for certain economic groups. Where, according to the defenders of the neoliberalism, the State should ignore social aspects, as was the problem of the water. What the neoliberals achieved that the State ignored the impoverished human beings, as are the marginalized sectors of the field and would deepen still more the contradictions between the city and the field. There is a direct relation among the access of the farmer to the water of irrigation and the increase of the production, therefore the water should be an aspect for the development of sectors historically deferred like the peasant. This argument leaves sideways the position of the neoliberal that say that the rural agriculture is unfeasible and because of it one must prioritize the water for the agroindustria or the great export, bananas, flowers, banana, palm, mining industry whose consequences is well known, like the case Portovelo. According to data of the agrarian census, the Equator has 8 million hectares of arable land, but of these, only 800 thousand, that is to say the 10% have water with irrigation and of this percentage, the majority corresponds to the rural irrigation that not to received any type of state support and with very low levels of modernization. Besides one must indicate that the rural agriculture is the responsible for the production of the majority of food of our basic basket, therefore the exporting farming (they produce for the outside and they leave the cash abroad) do not cultivate the mellocos, the chochos, the potatoes, the small peasants do, those without credit, without irrigation, without highways. In final to bet to the rural irrigation impacts in guaranteeing the security and food sovereignty, and to improve the levels of development. That is to say the irrigation is a tool to eradicate poverty.
