| dc.description.abstract | Este trabajo de investigación aborda la seguridad jurídica en los procedimientos sumarios administrativos relacionados con ausencias injustificadas y el consumo de bebidas alcohólicas o sustancias sujetas a fiscalización ocasionada por los miembros de la Policía Nacional del Ecuador. La introducción destaca la importancia de garantizar un marco legal que proteja los derechos de los funcionarios y la integridad de los procesos administrativos. Los objetivos principales incluyen identificar las deficiencias en los procedimientos actuales y proponer recomendaciones para mejorar la seguridad jurídica. La metodología empleada se basa en un enfoque cualitativo, utilizando un muestreo intencional para seleccionar a funcionarios con experiencia relevante, lo que permitió obtener datos representativos y pertinentes. Se realizaron encuestas y una revisión exhaustiva de la literatura científica, así como observación documental de normativas y casos relacionados. Los resultados revelan que existen inconsistencias y áreas problemáticas en los procedimientos actuales, lo que afecta la percepción de justicia y equidad entre los funcionarios. Se identificaron patrones de conducta que evidencian la necesidad de una mayor capacitación y sensibilización sobre los derechos y deberes de los servidores públicos. Las conclusiones subrayan la urgencia de reformar los procedimientos sumarios administrativos para fortalecer la seguridad jurídica, proponiendo un marco normativo más claro y accesible, así como la implementación de programas de formación continua para los funcionarios.
