| Resumen : | La presente tesis denominada “ANÁLISIS PRESUPUESTARIO AL GOBIERNO AUTÓNOMO DESCENTRALIZADO DE LA PARROQUIA NUEVO QUITO, CANTÓN PAQUISHA, PROVINCIA ZAMORA CHINCHIPE, PERIODO 2017-2018” se realizó con el fin de aplicar la investigación descriptiva; simultáneamente los métodos: científico, inductivo, analítico, estadístico descriptivo, sintético y las técnicas de: observación, entrevista no estructurada y recopilación bibliográfica; que se constituyeron en una metodología clave para el desarrollo práctico y teórico de la tesis, y con ello determinar alternativas enfocadas al buen manejo y distribución de los recursos de la institución de estudio. Para dar cumplimiento al objetivo general, se constituyeron objetivos específicos adecuados que permitieron el desarrollo de la evaluación presupuestaria institucional. Se procedió a la recolección de la información física, tales como: Planes Operativos Anuales, Presupuestos Iniciales, Cédulas Presupuestarias de Ingresos y Gastos, y Estados de Ejecución Presupuestaria; posteriormente con esta información se empleó el análisis vertical y horizontal con diversos indicadores presupuestarios, que permitieron conjuntamente medir la eficiencia y eficacia de la ejecución presupuestaria de los recursos destinados a la institución, determinando en cada caso cumplimientos respecto a la ejecución de los mismos. De este modo se pudo evaluar el cumplimiento de lo programado con lo ejecutado, variaciones económicas y reformas aplicadas a las actividades generadas en los períodos de estudio. Para dar por terminada la evaluación, se propuso estrategias para un desarrollo equitativo y sustentable que mejorará el nivel de vida de sus habitantes, de esta manera facilitar a las autoridades y funcionarios una guía que sirva de base para una oportuna toma de decisiones. Finalmente, se concluye que la realización del presente trabajo será un importante aporte, puesto que al ser apreciado como herramienta de apoyo; le permitirá a la institución corregir ciertas equivocaciones que se encontraron a nivel de todas las áreas involucradas en el presupuesto de la entidad. |
| Descripción : | This thesis called "BUDGET ANALYSIS TO THE DECENTRALIZED AUTHORIZED GOVERNMENT OF THE NEW PARROQUIA, CANTON PAQUISHA, PROVINCE ZAMORA CHINCHIPE, PERIOD 2017-2018" was carried out in order to apply the descriptive research; simultaneously methods: scientific, inductive, analytical, statistical descriptive, synthetic and the techniques of: observation, unstructured interview and bibliographic compilation; which were a key methodology for the practical and theoretical development of the thesis, and thereby identify alternatives focused on the good management and distribution of the resources of the study institution. In order to fulfil the overall objective, appropriate specific objectives were established to enable the development of the institutional budgetary assessment. Physical information was collected, such as: Annual Operational Plans, Initial Budgets, Revenue and Expenditure Budget Cards, and Budget Execution Statements; subsequently, this information used vertical and horizontal analysis with various budgetary indicators, which together enabled the efficiency and effectiveness of the budgetary implementation of resources to be allocated to the institution to be measured together, determining in each case compliance with respect to the execution of them. In this way, compliance with the implementation, economic variations and reforms applied to the activities generated during the study periods could be assessed. To finalize the evaluation, strategies for equitable and sustainable development were proposed that will improve the standard of living of its inhabitants, thus providing authorities and officials with guidance to serve as a basis for timely Decisions. Finally, it is constituted that the realization of this work will be an important contribution, since being appreciated as a support tool; will allow the institution to correct certain mistakes that were found at the level of all areas involved in the entity's budget. |
