| Resumen : | La democracia es un tema fundamental en la vida política; el estado ecuatoriano bajo esta característica permite a los ciudadanos tener derecho al voto universal y de esta manera garantiza la participación política, por tanto se considera oportuno al voto electrónico para hacer respetar la voluntad soberana del pueblo en la proclamación de resultados y fiabilidad de los mismos en el menor tiempo posible. En este trabajo se analiza los diferentes problemas que ocasiona el sistema electoral manual en la ciudad de Loja y como la implementación tecnológica ayudaría a reducirlos, mejorando los procedimientos y en consecuencia el sistema electoral. La incorporación de un método electrónico de votación se contempla en la Ley Orgánica Electoral y de Organizaciones Políticas en el artículo 113, en este caso se evaluó el impacto sociopolítico que genera la implementación de este mecanismo en la ciudad de Loja y sus posibles beneficios y limitaciones, bajo esta premisa se estableció que la implementación de este sistema tiene un alto nivel de aceptabilidad en la población pero la baja institucionalidad hace que el nivel de confianza en los actores políticos limite la aplicación de este sistema electrónico pese a las garantías tecnológicas que se puedan aplicar y a las ventajas que garanticen la comunicación y transparencia en los resultados. |
| Descripción : | Democracy is a fundamental issue in political life; The Ecuadorian state under this characteristic allows citizens to have the right to a universal vote and thus guarantees political participation, therefore it is considered essential to electronic voting to enforce the sovereign will of the people in the proclamation of results and reliability thereof In the shortest possible time. In this paper we analyze the different problems caused by the manual electoral system in the city of Loja and how the technological implementation would help reduce them, improving procedures and, consequently, the electoral system. The incorporation of an electronic voting method is contemplated in the Electoral and Political Organizations Act in article 113, in this case the socio-political impact generated by the implementation of this method in the city of Loja and its possible benefits and limitations , Under this premise it was established that the implementation of this system has a high level of acceptability in the population but the low institutionality makes the level of trust in both political actors and in the citizens limits the application of this electronic system despite the Technological guarantees that can be applied and the advantages that guarantee the communication and transparency in the results. |
