| dc.description | Technology is advancing rapidly and the need of man to move around the territory in which it operates. To address this need we have the motor or motor vehicles increasingly flood the streets, highways and roads of our country must be in front of their controlling persons responsible; however the deaths and injuries due to traffic accidents have left traces of pain and sadness in many Ecuadorian families. Speeding in all types of vehicles contribute to individual accidents cause as their power is very destructive because of the physical variables involved at the time of the accident; To mitigate this cause is then required legislation to first educate and then prevent and eventually punish all acts conflict with the good practices of road transport, about control of speed limits and punitive feature has caused great debate in the collective national over the controls, ranges, fines and penalties that are subject all who put us at the forefront of a motor. In this paper "Reforming Article 191 of the regulation for the implementation of the organic law of land transportation, transit and road safety, which is about the maximum speed limits allowed within the urban area." | dc.description.abstract | La tecnología avanza vertiginosamente y la necesidad del hombre para movilizarse por todo el territorio en el que éste se desenvuelve. Para solventar esta necesidad se cuenta con los vehículos motorizados o automotores que cada vez más inundan las calles, autopistas y carreteras de nuestro país debiendo estar al frente de su control personas responsables; sin embargo los muertos y heridos debido a los accidentes de tránsito han dejado huellas de dolor y tristeza en muchas familias ecuatorianas. El exceso de velocidad en todo tipo de vehículos contribuyen a provocar sendos accidentes ya que su poder es muy destructivo debido a las variables físicas que intervienen en el momento del percance; Para atenuar esta causa se requería entonces una legislación que primeramente eduque, luego prevenga y finalmente sancione todos los actos reñidos con las buenas prácticas del transporte vial, al respecto el control de los límites de velocidad y su característica punitiva ha causado gran debate en el colectivo nacional sobre los controles, rangos, multas y penas que estamos sujetos todos quienes nos ponemos al frente de un automotor. En el presente trabajo se analizarán “Reforma al artículo 191 del reglamento para la aplicación de la ley orgánica de transporte terrestre, tránsito y seguridad vial, en lo que tiene que ver a los límites máximos de velocidad permitidos dentro del área urbana.” en el mismo que encontrará definiciones claras y concretas que permita al lector entender desde óptica de un ciudadano común una parte teórica en la que se abordarán temas tales como análisis sobre los fundamentos, naturaleza, principios y otros aspectos de la ley, también se abordarán estudios de los instrumentos de medida, estructura de los juzgados de tránsito, funciones de los agentes y operadores de justicia, los procedimientos, recursos y otras herramientas que nos permitan entender y suministrar justicia | es_ES |
