| Resumen : | La Tesis denominada EVALUACION DE LOS PROCEDIMIENTOS APLICADOS PARA LA PROGRAMACIÓN, FORMULACIÓN, DISTRIBUCIÓN, APROBACIÓN Y EJECUCIÓN DEL PRESUPUESTO DEL GOBIERNO AUTONOMO DESCENTRALIZADO PARROQUIAL RURAL DE TARACOA, estuvo orientada a evaluar los procedimientos del ciclo presupuestario, para detectar irregularidades en la entidad y así formular medidas correctivas que contribuyan a mejorar la gestión emprendida y presentar el informe final sobre los resultados obtenidos luego de realizar el Examen Especial. Con la realización del presente trabajo investigativo se dio cumplimiento a los objetivos mediante la evaluación de los procedimientos aplicados por el Gobierno Autónomo Descentralizado Parroquial de Taracoa, en la PROGRAMACIÓN, FORMULACIÓN, DISTRIBUCIÓN, APROBACIÓN Y EJECUCIÓN DEL PRESUPUESTO y así asegurar que el procesamiento, obtención y presentación de información veraz y libre de errores, se realizó el análisis de las cedulas presupuestarias de ingresos y gastos y más documentación con lo cual se determinó los resultados de la ejecución presupuestaria. Luego del análisis se pudo evidenciar que la entidad no cuenta con un manual para administrar el sistema de presupuesto, por lo que las autoridades y servidores de la entidad, diseñarán los controles que se aplicarán para asegurar el cumplimiento de las fases del ciclo presupuestario en base de las disposiciones legales, reglamentarias y políticas gubernamentales, sectoriales e institucionales, que regulan las actividades del presupuesto y así alcanzar los resultados previstos. Al culminar el trabajo de tesis se pudo elaborar las respectivas Conclusiones y recomendaciones encaminadas a mejorar e incrementar la gestión administrativa -financiera, como también, que contribuyan a la toma de decisiones dentro de la entidad. |
| Descripción : | The thesis called ASSESSMENT OF APPLIED PROCEDURES FOR PROGRAMMING, FORMULATION, SUPPLY, APPROVAL AND IMPLEMENTATION OF THE BUDGET OF THE GOVERNMENT AUTONOMOUS DECENTRALIZED PARISH RURAL Taracoa, was aimed to evaluate the procedures of the budget cycle, to detect irregularities in the entity and thus develop measures corrective that help improve the management undertaken and submit the final report on the results obtained after conducting the Special Review. With the completion of this research work were complied objectives by assessing the procedures applied by the Autonomous Government Decentralized Parish Taracoa, in programming, formulation, distribution, approval and implementation of the budget and thus ensure that the processing, procurement and presentation of accurate and error-free information, analysis of budget revenue and expenditure ballot papers and other documentation with which the results of the budget execution was conducted was determined. After the analysis it was evident that the entity does not have a manual for managing the budget system, so the authorities and servants of the company, designed the controls to be applied to ensure compliance with the phases of the budget cycle based of government, sectoral and institutional laws, regulations and policies provisions that regulate the activities of the budget and thus achieve the expected results. Upon completion of the thesis could draw the respective conclusions and recommendations aimed at improving and increasing administrative management -financial as well, contributing to the decision making within the organization. |
