| Resumen : | La presente investigación se dispone a analizar el nivel de participación de la ciudadanía en el programa denominado “Barrios Seguros” implementado en los barrios Jipiro y La Banda de la ciudad de Loja, donde se logró determinar los diferentes factores que incitaron para que el Consejo Cantonal de Seguridad Ciudadana ponga en marcha un programa que vaya en beneficio de la sociedad, mismo que determinó impactos negativos como positivos en los pobladores de los barrios Jipiro como en La Banda. Con esta investigación se pretende evaluar el impacto del programa Barrios Seguros, y para ello determinar si el programa produjo los efectos deseados en la población y si estos efectos son atribuibles a la intervención del programa. Se permite examinar las consecuencias ya sean positivas como negativas en la población afectada, de acuerdo a la colaboración y preocupación de las personas por ayudar en los diferentes planes, programas y proyectos establecidos por los distintos organismos de Estado a partir de la vigente Constitución de la Republica de 2008, así como en el Plan Nacional del Buen Vivir 2013-2017. El principal propósito del trabajo de investigación es verificar el grado de participación por parte de la ciudadanía en el programa Barrios Seguros, donde se mide: el interés de la ciudadanía y la efectividad del programa, donde en los últimos años los robos a la ciudadanía han aumentado en estos barrios debido a 3 una serie de factores como la pobreza, falta de educación, deserción escolar, altos índices de delincuencia, y por no tener un empleo estable que garantice ingresos a las familias. |
| Descripción : | La presente investigación se dispone This research sets out to analyze the level of citizen participation in the program called "Safe Neighborhoods" implemented in Jipiro neighborhoods and the Band of the city of Loja, where it was determined the different factors that prompted for the Cantonal Council Citizen Security implement a program that will benefit society, same as determined negative and positive impacts on the residents of the neighborhoods Jipiro and La Banda. This research aims to evaluate the impact of the Safe Neighborhoods program, and for it to determine whether the program produced the desired effects on the population and whether these effects are attributable to the program intervention. It allows you to examine the consequences either positive or negative in the affected population, according to the cooperation and concern of people to help in the various plans, programs and projects established by the various agencies of state from the current Constitution Republic of 2008 and in the National Plan for Good Living 2013-2017. The main purpose of the research is to verify the degree of participation by citizens in the Safe Neighborhoods program, which is measured: the interest of the citizens and the effectiveness of the program, where in recent years the robberies have citizenship increased in these neighborhoods due to a number of factors such 5 as poverty, lack of education, dropouts, high crime, and not having a stable job that guarantees income for families. |
