| Resumen : | La evolución de las TIC ha ocupado un espacio en la cotidianidad, esto es un hecho de importancia que se percibe automáticamente hoy en día al momento de usarlas y aplicarlas en diferentes actividades, sean estas de índole comercial, académicas, sociales, culturales, económicas, etc. Estas herramientas permiten a muchas personas interactuar, hasta lograr constituir una sociedad de redes con la facilidad y agilidad para comunicarse y a la vez informarse del acontecer tanto mundial, regional y nacional; se tiene un reto por delante, la adaptación rápida y adecuada al uso de tecnologías, definiendo directrices y políticas que ayuden a la masificación del acceso y la calidad de los servicios públicos por medios electrónicos, apuntalando a una restructuración de los mismos trayendo consigo e impulsando cambios en lo cultural lo que es factor clave para la instauración de un Gobierno Electrónico. Esta investigación tiene el propósito a través de los objetivos planteados determinar los beneficios que el uso de las TIC y el Gobierno Electrónico ofrecen a las instituciones gubernamentales y cómo estas ayudan a la mejora de la gestión pública y, en este caso del GAD Municipal de Loja que en beneficio de los usuarios, van simplificando los procesos y facilitan la creación de canales que permitan aumentar la transparencia y la calidad de los servicios; esto abre nuevos caminos de integración en la gestión pública, ayudando a que el ciudadano y la organización, en este caso el GAD Municipal, entren en una etapa de modernismo. Este trabajo se enfoca a para realizar un estudio sobre el conocimiento y aceptación de herramientas e-government en la ciudad de Loja y el establecimiento de TIC que pueden generar beneficios en los servicios públicos que se ofrecen por parte de la institución a la ciudadanía, en este caso a los contribuyentes |
| Descripción : | The evolution of TIC´s has occupied a space in everyday life, this is important facts that is automatically perceived today at the time of use and apply in different activities, be they commercial, academic, social, cultural, economic, etc. These tools allow many people to interact, until they can establish a network society with the ease and agility to communicate and at the same time to be informed of the happenings at the global, regional and national level; There is a challenge ahead, rapid and adequate adaptation to the use of technologies, defining guidelines and policies that help the massification of access and quality of public services by electronic means, underpinning a restructuring of the same bringing and promoting Changes in the cultural which is key factor for the establishment of an Electronic Government. This research has the purpose, through the stated objectives, to look for benefits that the use of TIC´s and Electronic Government offer to the government institutions and how they help to improve the public management and, in this case of the GAD Municipal de Loja that for the benefit of the users, simplify the processes and facilitate the creation of channels that allow to increase the transparency and the quality of the services; this opens up new ways of integration in public management, helping the citizen and the organization, in this case the GAD Municipal, to enter a stage of modernism. This work is carried out to carry out a study on the knowledge and acceptance of e-government tools in the city of Loja and the establishment of ICTs that can generate benefits in public services offered by the institution to citizens, In this case to the taxpayers. |
